I hold a Bruneian International Certificate of Identity (ICI) issued by the Immigration and National Registration Department. Can I apply for Vietnam visa with this document?

As I know, Bruneian International Certificate of Identity is a travel document issued for Brunei permanent residents who are stateless or do not have citizenship status.
According to the Vietnam Law on Immigration No. 47/2014/QH13 in June 2014, Article 10, the condition to grant a Vietnam visa to foreigners is that they must hold a valid passport with 6 months validity from the date of departure from Vietnam. In this case, your Bruneian International Certificate of Identity is insufficient for Vietnam visa, I am sorry to inform that.
