From from July 1, 2015 to June 30, 2016, Germans citizens as well as UK, French, Italian, Spanish can travel Vietnam within 15 days without visa. After June 30, 2016 visa is required for these nations and your friend can apply for a visa on arrival or visa at the Vietnamese Embassy in Malaysia then. The visa stamping fee is 45 USD/ 1 month single entry visa should be paying in cash at the immigration check point at arrival airport.
